Westminster College was founded in 1851 by the Rev. William A. Passavant, a Lutheran pastor from Pittsburgh, PA. He wanted to create a college that focused on educating students for the ministry and providing a liberal arts education for the general public. The college was initially located in New Wilmington, Pennsylvania and was called the Western Theological Seminary of the Evangelical Lutheran Church. In 1868, it moved to its current location in Fulton, Missouri and was renamed Westminster College after an English Presbyterian school of the same name.
