The University of Houston at Downtown (UHD) was founded in 1974 as a two-year college. The mission of the university was to provide educational opportunities to students who were traditionally underrepresented in higher education. The university was initially known as the University of Houston at Downtown/University Park and offered programs in business, technology, and liberal arts. By 1976, UHD had grown to include four additional campuses: University Park/Downtown, South Campus, Northwest Campus, and Southeast Campus.

In 1982, UHD became an independent institution from the University of Houston System and was renamed the University of Houston at Downtown. By this time, enrollment had grown to more than 8500 students and the school had become a major presence in downtown Houston.
