The country has a parliamentary democracy and is a member of the United Nations, the Caribbean Community (CARICOM), and the Union of South American Nations (UNASUR). Its foreign policy was focused on maintaining strong relations with its neighbors in the region as well as developing ties with other countries. Suriname maintained close ties with the Netherlands, which had formerly colonized it. In 2008, Dutch Prime Minister Jan Peter Balkenende visited Suriname to strengthen diplomatic relations between the two countries. This visit was part of an ongoing effort to improve economic and cultural cooperation between them. Additionally, in 2008 Suriname joined forces with Guyana to promote joint development projects in their shared border regions. In terms of regional politics, Suriname has been an active participant in CARICOM meetings and discussions. At these meetings, representatives from many Caribbean nations come together to discuss issues such as trade agreements, security concerns, and economic development initiatives. Suriname also participated in negotiations for a free trade agreement between CARICOM nations and Venezuela that would create an economic zone spanning from Trinidad & Tobago to Guyana. On a global level, Suriname had established diplomatic relations with many countries including China, India, Japan and Brazil by 2008. It also signed several accords with the United States that year including a US-Caribbean Basin Trade Partnership Act (CBTPA) that allowed for preferential access to US markets for certain goods produced in Suriname. These agreements were seen as beneficial for both sides as they promoted increased investment opportunities while giving US businesses access to low-cost labor markets abroad.
