In 2008, Japan was in a unique geopolitical position. After the Asian Financial Crisis of the 1990s, Japan had become much more economically and politically intertwined with its neighbors in East Asia. This was especially true of China and South Korea, two countries with whom it had fought bitter wars in the first half of the 20th century. Japan’s relationship with these two countries was complex; while there were still tensions over historical issues, economic ties had grown significantly in recent years. Trade between Japan and China reached an all-time high that year, with exports from Japan to China totaling $182 billion USD. Meanwhile, South Korea and Japan had signed a new trade agreement that year that opened up new markets for both countries. At the same time, Japan maintained strong ties to the United States, its longtime ally. In 2008, then-President George W. Bush visited Tokyo as part of a tour of Asia and held talks with Japanese Prime Minister Yasuo Fukuda on a range of topics including economics and security issues. The United States also continued to maintain a military presence in Okinawa that year as part of their mutual defense treaty; this presence was often a source of tension between local residents and U.S. forces on the island. Overall, though, 2008 marked a period where Japan’s foreign policy was largely focused on maintaining strong relations with its Asian neighbors while also preserving its alliance with the United States.
